关于征集中欧“龙计划”三期合作项目建议的通知

各有关单位：

中欧科技合作“龙计划”是目前我国在对地观测领域最大的国际合作项目，合作内容涉及合作研究、技术培训、学术交流和数据共享等多个方面。“龙计划”项目于2004年正式启动，由国家遥感中心（NRSCC）欧洲空间局（ESA）对地观测部共同负责实施。“龙计划”一期于2008年圆满结束，同时启动了“龙计划”二期，二期项目将于2012年6月结束。 “龙计划”一期和二期的成功实施取得了一大批具国际先进水平的研究成果，使我国在遥感应用领域的研究达到了与国际同步。

根据科技部和欧洲空间局2月召开的中欧科技合作“龙计划”项目高层管理会议以及6月召开的中欧官方双边会议的精神，科技部国家遥感中心和欧洲空间局正式启动“龙计划”三期合作项目建议书的征集活动。现将有关要求通知如下：

一、研究目标

建立对地观测技术的中欧联合研究队伍，开展广泛的合作研究，促进双方卫星遥感应用技术水平的提高。

二、重点研究领域与要求

（一）重点研究领域

（1）重点研究领域请查阅项目征集网站http://eopi.esa.int/Dragon3；

（2）欢迎 “龙计划”二期内容延续申报。“龙计划”二期项目及其成果介绍，请浏览网站 http://dragon2.esa.int/。

（二）申报要求

（1）申报单位应具有对地观测技术方面的丰富经验；

（2）研究期限：四年；

（3）项目建议书必须由中欧双方合作伙伴共同提出，并简要说明年轻科技人员的培训以及承担科研内容的情况；

（4）申报的其他说明和要求请详细查看项目征集网站http://eopi.esa.int/Dragon3。

三、申报流程和要求

（1）申报截止日期为2011年12月10日；

（2）登录http://eopi.esa.int/Dragon3提交项目建议书。

The European Space Agency (ESA) is pleased to announce, jointly with the National Remote Sensing Center of China (NRSCC) under MOST, the release of the Dragon 3 operation Call for proposals. This Call is dedicated to research and application development projects. The Call will provide opportunities for scientists from ESA participating states and China to cooperate in the exploitation of Chinese, ESA and TPM EO data in P.R. China. Proposals on the thematic areas defined in the call (http://eopi.esa.int/Dragon3) are welcome, inviting research continuity and joint exploitation of Chinese and ESA EO mission data. For an overview of the Dragon 2 Programme projects and achievements please refer to http://dragon2.esa.int/ . Proposals should consider the formation of joint Sino-European teams from institutions in ESA participating states and China. The proposal should also briefly explain the level of training and research to be undertaken by young scientists.
